UK Local Authorities Plan to Sell Off Community Hubs and Leisure Facilities to Manage Finances

According to a recent survey of local authorities, UK councils are preparing to sell community centers, athletic facilities, and retail spaces as they bet on a rapid disposal of assets to stabilize finances.

Growing Fiscal Challenges Prompt Asset Sales

A coalition of councils for second-tier cities in England reported that six out of ten of local authorities are intending to sell assets to cover the rising costs of social services for vulnerable individuals.

Local governments have previously faced criticism for selling playing fields and open spaces to support their budgets, but they argue they must proceed to generate essential revenue from property disposals or face insolvency.

The group noted that a significant number of authorities seeking to raise money from a fire sale of assets marked “a clear change from 2024, when the majority (60%) of municipal officials said they would focus on service redesigns and using savings to weather increasing fiscal pressures.”

Specific Examples of Proposed Disposals

Medway Council in Kent said its property management strategy featured the disposal of a shopping centre in a local town and a community venue in another town to raise £20m over the next half-decade.

  • A local golf course and business parks owned in Worcestershire and Suffolk, which all provide rental income for the authority, will also be sold under the strategy.

Local Levy Increases and Broader Financial Pressures

The survey of councils in the key cities group, which covers several urban centers, further found that more than 70% of authorities will need to raise local levies next April to cover the growing cost of essential services, increased rates of housing insecurity, and a longstanding accommodation deficit.

The authority said it will press ahead with asset sales after steep rises in the cost of children services, support for vulnerable learners, elderly and disability services, and temporary accommodation.

“We are adopting innovative approaches but some of these require time to deliver both better provisions and financial savings,” said Vince Maple.

He added: “There are demographic pressures which will persist to increase the pressures we have. As a unitary authority, we had a drastic reduction in our revenue support grant from over the past decade, which is extremely difficult.”

National Patterns and Forecasts

A survey of regional authorities this week also found local finances being strained by the increasing figures of young people and older individuals requiring special educational assistance.

A network of councils projected that council deficits will hit 4.4 billion pounds a year by 2029, as they grapple to manage increased demand.

Ministers have delayed planned reforms to the Send system until next year after a policy document outlining those changes has been postponed.

Deprivation and Financial Gaps

Based on the latest indices of deprivation (IMD) covering UK local authorities, many participating urban areas were included in the most disadvantaged in the country.

  • “Participating urban centers like several major towns place in the most deprived 30 across the country under the 2025 IMD measures,” noted the study.

“Although only one key city is among the ten most deprived for disadvantaged communities nationally, urban areas are far more likely to be in the worst-off 20% of England. The figures underscores the scale of challenges confronting municipal officials across key cities in the coming year,” the analysis added.

“Local government leaders have been clear about the necessity for a equitable and lasting financial structure that reflects and addresses the real levels of disadvantage and need,” stated a council leader.

“Without this, councils will persist to face impossible choices around which essential services to allocate spend to, and which to cut, to the detriment of their communities.”

A fifth of councils have reduced or weakened social care provision in the last year, the survey revealed.
